The opening ceremony of Pujiang Innovation Forum is successfully held

On October 22, 2020 Pujiang Innovation Forum themed “Global Cooperation and Governance of Science and Technology Innovation” kicked off in Shanghai. Li Keqiang, Premier of the State Council and Ana Brnabić, Prime Minister of Serbia, the Country of Honor, delivered a video speech respectively.

Li Qiang, Secretary of CPC Shanghai Municipal Committee, Wang Zhigang, Minister of Science and Technology, Gong Zheng, Deputy Secretary of CPC Shanghai Municipal Committee and Mayor of Shanghai, Dong Yunhu, Chairman of Shanghai Committee of the CPPCC, and Yu Shaoliang, Deputy Secretary of CPC Shanghai Municipal Committee attended the opening ceremony of the Forum.

 

While delivering the speech, Li Qiang indicated that the new round of scientific and technological revolution and industrial transformation were accelerating currently with the accelerated arrival of the digital world, intelligent society and smart life; faced with the unexpected COVID-19 pandemic, we needed to join hands to strengthen cooperation, show respect for science and rely on technology to win the final victory against the pandemic and create a better future; when promoting the global cooperation in innovation, Shanghai deeply implemented and put into practice the significant guiding spirits of President Xi Jinping and fully played a pioneer role in accelerating the construction of Shanghai into an science and technology innovation center for with global influence. Shanghai will firmly grasp the main orientation towards the enhancement of sources of science and technology innovation, strive to be the pioneer in S&T and industrial innovation and actively participate in the global coordination in terms of science and technology innovation, so as to provide strong impetus for the promotion of the energy level and core competence of the city, and supply high-level scientific and technological resources for a high-quality national development.

 

As pointed out by Li Qiang, first, Shanghai would vigorously promote original innovation and endeavor to become the first discoverer of scientific laws. Shanghai would take fundamental research as a strategic mission and actively participate in or launch international big science programs to encourage and support scientists to produce more high-quality original achievements and make more breakthroughs “from 0 to 1”. Second, Shanghai would energetically boost the development of science and technology and strive to become the first creator of technological inventions. Centered on national strategic needs, Shanghai would focus on key industries such as integrated circuit, artificial intelligence and bio-medicine as well as major fields that bear direct relation to people’s well-being like public health and disease prevention and treatment, to constantly improve the capability of independent innovation of key and core technologies. Third, Shanghai would strongly accelerate the commercialization of achievements and strive to be the first pioneer of innovation industries. Shanghai would expedite the commercialization of scientific achievements from laboratories to production lines and cultivate new driving force to support high-quality development. Shanghai would take full advantage of its own advantages as a megacity to provide energy empowerment for all walks of life by virtue of science and technology and positively promote the development of digital economy and future industries. Forth, Shanghai would spare great effort to encourage comprehensive innovation and to become the first practitioner of innovation concepts. Focusing on digital transformation of the city, Shanghai would give rise to the innovation in all aspects with science and technology innovation, thus making the conciseness of innovation a spontaneous pursuit of all industries and innovation cooperation the bond of integrative development among industrial parks, university campus, sub-districts and communities, with an atmosphere of innovation encouraging more aspirants to devote themselves to the prevalence of starting up business. To accomplish the target and mission, talent support, system support and open cooperation are particularly needed. Shanghai would implement more flexible and open talent policies, and strengthen the inclusive supervision of new things, the policy support for small and medium-sized innovative enterprises and the legal protection for intellectual property rights. Also, more platforms for regional collaboration and international cooperation in science and technology innovation would be built to achieve a win-win situation and seek joint development.

 

In the keynote speech, Wang Zhigang pointed out that the new round of scientific and technological revolution and industrial transformation were stepped up, and the scientific research system was transforming to the mode of "open science"; major breakthroughs in scientific theories and technological innovation would not only reshape the landscape of global industrial division and competition, but also provide more scientific and technological support and resources to improve people’s well-being in all countries. President Xi Jinping emphasized that the world today was undergoing profound changes unseen in a century, with science and technology innovation as one of the key variables; in the face of the spring tide of new science and technology revolution and industrial change, and the challenges of major global issues, we urgently needed to strengthen exchanges and cooperation on scientific research among researchers around the world, and strengthen the co-governance in innovation among governments of all countries.

 

Wang Zhigang said that in the future, China would be more proactive in the integration into the global innovation network, develop a comprehensive, in-depth, and wide-ranging pattern of openness and cooperation in science and technology, promote exchanges and cooperation between the Chinese science and technology community and scientists worldwide in basic research, global issues and other fields, build a number of international science and technology innovation cooperation platforms, and encourage and support scientists from various countries to conduct joint researches; step up the journey to innovation under the "Belt and Road" Initiative, and accurately grasp the development needs of various countries, to jointly implement science and technology cooperation projects, and share achievements of science and technology innovation; respond to the global public health challenges posed by the COVID-19 pandemic with the rest of the world together, actively promote the establishment of an international science and technology cooperation network on pandemic prevention and control, and strengthen the ability in the monitoring, early warning, prevention and control of emerging infectious diseases, contributing to the global public health with practical actions; and promote the improvement of the international governance system for science and technology innovation, build a governance model that meets the requirements of the transformation of the open scientific research system and the digital scientific research organization mode, and establish an open, collaborative and inclusive global innovation ecosystem.

At the opening ceremony, Wang Zhigang and Gong Zheng jointly announced the opening of the Cloud Exhibition of the Global Technology Transfer Fair (INNO-MATCH EXPO) and the Release of the Chinese Innovation Needs. Li Meng, Vice Minister of Science and Technology, Wu Qing, Member of the Standing Committee of the CPC Shanghai Municipal Committee and Deputy Mayor of Shanghai, Xu Ningsheng, President of Fudan University, and Lin Zhongqin, President of Shanghai Jiao Tong University, jointly unveiled the Shanghai National Center for Applied Mathematics. Cheng Fubo, Vice Governor of Shaanxi Province, which is the Province of Honor this year, delivered a speech. The opening ceremony was chaired by Xu Guanhua, President of Pujiang Innovation Forum and Academician of Chinese Academy of Sciences.

Nenad Popović, Serbian Minister of Innovation and Technology Development, participated in the event online and delivered a keynote speech. In addition, eight world S&T leaders from Russia, Switzerland, Belarus, Sweden, Singapore, Italy, the United Nations and Springer Nature Group sent their congratulates via video.

Leaders of Shanghai Municipal People’s Government including Weng Zuliang, Zhuge Yujie, Xu Zezhou, and Li Yiping, Zhao Qizheng, Vice President of the Board of Directors of Pujiang Innovation Forum, heads of relevant universities, scientific research institutions, central enterprises and representatives of experts and scholars including Fang Shouen, Yao Qizhi, Shi Yigong, Wu Manqing, Chen Kaixian, and Ma Junru, heads of the Ministry of Science and Technology and relevant departments of Shanghai, representatives of consulates in Shanghai, and representatives of the domestic and foreign scientific and technological community, industrial community and financial community attended the meeting.

The 2020 Pujiang Innovation Forum is jointly hosted by the Ministry of Science and Technology and Shanghai Municipal People’s Government. Following the requirements of pandemic prevention and control, the Forum adopts the form of "online and offline integration", with a sub-venue set in Belgrade, the capital of Serbia, which is the Country of Honor this year. The Forum this year consists of the opening ceremony and plenary session, the Global Technology Transfer Fair (INNO-MATCH EXPO), and 16 special sub-forums, cooperation sub-forums and result release conferences around the topics including the Belt and Road Initiative, regions, policies, young scientists, entrepreneurs, science and technology finance, future science and emerging technologies.
