On October 31, 2018 Pujiang Innovation Forum • Science and Technology Service Industry Forum - Global Technology Transfer Convention will be held in Minhang District, Shanghai. In order to well perform the technology transfer and explore an efficient model for the transfer and commercialization of scientific and technological achievements, outstanding experts at home and abroad will be invited to the Global Technology Transfer Convention to deliver speeches and make discussions, focusing on the theme of “discussion on the international technology transfer mode”. At the convention, the Awarding Ceremony of 2018 Hurun Shanghai Top Ten Science and Technology Service Organizations and Technical Managers will be held and this will be the first time for Hurun Research Institute to focus on science and technology service industry.
Science and technology service industry is an emerging industry and technology transfer services play important roles in the science and technology service industry. From the revision of the Law of the People's Republic of China on Promoting the Commercialization of Scientific and Technological Achievements, to the issuance of the Several Provisions on Implementing the Law of the People's Republic of China on Promoting the Commercialization of Scientific and Technological Achievements, to the release of the Action Plan for Promoting the Transfer and Commercialization of Scientific and Technological Achievements, with the introduction of the “trilogy” of the commercialization and transfer of scientific and technological achievements, China has initially formed a policy and regulation system that promotes the transfer and commercialization of scientific and technological achievements with Chinese characteristics. However, compared with some developed countries, there are still gaps on the quality and efficiency of the commercialization of scientific and technological achievements in China. On one hand, a large number of enterprises cannot find the technologies they need, and on the other hand, many universities and research institutes cannot find the destination of scientific and technological achievements.
How to learn from the international advanced experience and models to change this situation? So, that’s the purpose of Pujiang Innovation Forum•Science and Technology Service Industry Forum - Global Technology Transfer Convention. Zou Shujun, Executive Vice President of the China National Eastern Tech-Transfer Center, introduced the three main features of the convention.
First, focus on how to commercialize the scientific and technological achievements of colleges and universities. We have specially invited Ding Xiaodong, President of University of Shanghai for Science and Technology, and Trevor J. McMillan, President of Keele University, the UK to deliver keynote speeches. Keele University is a research university dedicated to research in a wide range of subject areas and interdisciplinary subject areas. McMillan has led to make special report on technology transfer for the UK Ministry of Science and Technology and will give a speech at the forum titled University Innovation and Its Roles in Regional Economic Development.
Second, focus on the ability improvement of science and technology service organizations and technical managers. The promotion of transfer and commercialization of scientific and technological achievements is inseparable from the work of high-level science and technology service organizations and technical managers. Chen Hongkai, Director of the Innovation Service Division of Shanghai Municipal Science and Technology Commission, referred to the practitioners in this industry as “Golden Bulls”. How to improve their professional ability through practice and learning, and help make their enterprises bigger and stronger, is a major issue to be addressed urgently by the “Golden Bulls”. In order to set the benchmark for this industry, Shanghai Municipal Science and Technology Commission entrusted Hurun Research Institute to select the top ten science and technology service organizations and technical managers in Shanghai, which is currently underway. At the convention, not only Hurun’s List of “Golden Bulls” Awarding Ceremony will be held, two award-winning representatives will be invited to share their experience in the science and technology service industry.
Third, focus on the inter-regional technology transfer cooperation between the Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area. Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area are two economically developed regions that the central government attaches great importance to. While promoting the development of higher-quality integration in these two regions, how to promote the cooperation between them? The Province of Honor of the 2018 Pujiang Innovation Forum is Guangdong Province, which provides an opportunity for discussion of this issue at the Science and Technology Service Industry Forum - Global Technology Transfer Convention.
While talking about why the convention was selected to be held in Minhang District, Shanghai, Zou Shujun said that Minhang District was building a national demonstration zone for the transfer and commercialization of scientific and technological achievements, focusing on building Shanghai International Technology Trade Market with undertaking international technology transfer as priority, demonstration zone as core and Yangtze River Delta as the main radiation zone. At the convention, Shanghai International Technology Exchange Market will sign with University of Waterloo International Technology Transfer Center, and the latter will land in China and set up an entity in Minhang District, Shanghai. It will promote the industry tie-in between scientific research results of the University of Waterloo and even other universities in North America with Shanghai, and achieve a win-win situation through international technology transfer. This cooperation is also expected to motivate other foreign technology transfer institutions to settle down in Minhang District, Shanghai and accelerate the development of Shanghai’s international technology trade market.
