【Warm-up】 Prospect of the Policy Forum: How Does S&T Innovation Policy Respond in the Era of Integrated Innovation?

On October 31, the Pujiang Innovation Forum·Policy Form themed “Making Innovation Policies to Facilitate Integration” will be held at DongJiao State Guest Hotel. This Forum will focus on the cyclic changes of the global economy and innovation and discuss on the rules and trends of the new round of technological revolution and industrial transformation, as well as their impact and demand on science and technology innovation policies. Participants will, based on their observations of new economic patterns including the digital economy, platform economy, sharing economy and intelligent economy, share their views on policy-making philosophies, priorities and governance models that adapt to the integration of new technologies and new business models. On how to understand the theme of “Making Innovation Policies to Facilitate Integration”, the reporter has interviewed Chen Zhi, Director of the Industry Institution of Chinese Academy of Science and Technology for Development.

 

Chen Zhi said that in the current world, the new round of technological revolution and industrial transformation has taken on new characteristics such as cross-sector and cross-disciplinary collaborations and massive breakthroughs. New factors such as Internet+, big data and intelligent technology are assuming increasingly prominent roles in economic development and are expanding their influence to different socioeconomic sectors. It is an inevitable trend of accelerated technological change, diversified industrial patterns, industrial integration and networking of organizations. Over the past ten or twenty years, integration has become an important feature of economic and industrial development. Macroscopically, it takes on as the integration of industries, as well as the coordination and integration of the innovation systems of related countries and regions. Microscopically, it means innovation subjects including enterprises carrying out the reform, extension, reconstitution and rebirth of the value chain centering on the creation of value. Basically, it refers to technological convergence, represented by the generation of new products and new services.

 

Hence, the science and technology innovation policies of a country or region need to support the integration in the three levels, and clearly find out the obstacles and paint points of each level. For example, in micro level, not only the input and supply of basic technologies and generic technologies, but also the integration and application of each kind of technologies shall be paid attention to; enterprises shall be led to establish various kinds of “intermediate organizations” sharing benefits and risks centering on the value chain, to improve the current industry innovation environment and form the overall competitiveness of emerging industries. In macro level, all kinds of barriers including industry entrance and industry exit shall be broken, to help exceed the previous industry competition and regulation principles in general meaning, and open up space for new products and new industrial patterns; guidance and specification shall be provided at proper time for  many conventional and unconventional regulatory issues brought by the integrated new industrial patterns.

 

In recent years, our country has unveiled a series of science and technology policies from multiple aspects including the national innovation system development, science and technology system reform and scientific research management; and facilitating integrated innovation and collaborative innovation is the key. Chen Zhi explained that promoting “integration and connection” is the core feature and purpose of these science and technology innovation policies.

 

Firstly, they focus more on the chiastopic fusion of knowledge. For example, the Opinions of the State Council on Comprehensively Strengthening Basic Scientific Research published this January put forward many measures including “encouraging carrying out interdisciplinary researches and facilitating the chiastopic fusion among different disciplines such as natural science and humanistic and social science” and “integration and connection of basic research and applied research”. Currently, many subsequent specific policies have got implemented.

 

Secondly, they focus more on the integration and connection of innovation systems and the innovation chain, which is the core of science and technology innovation policies in recent years. Outline of National Innovation-Driven Development Strategy emphasizes the major task of constructing national innovation system, and proposes “to construct an ecological system where all kinds of innovation subjects coordinate and interact with each other and elements of innovation flow smoothly and get allocated efficiently, and form the practice carrier, institutional arrangement and environment support of innovation-driven development. Many subsequent policies including Central Financial Science and Technology Plan (funds, special projects, etc.) Reform and innovation of the organization and implementation methods of National Science and Technology Major Project, all aim at the major purpose of facilitating the integration and connection of innovation systems and achieving the combination of science and technology with economy.

 

Thirdly, they focus more on the integration of the industry chain and the value chain. This feature is particularly obvious in the science and technology innovation policies of each region, especially developed regions. For example, Beijing has published the Instructions on Ten High-Grade, Precision and Advanced Industries, and all of the specific initiatives implemented sufficiently embody the central idea of facilitating integration of new technologies and new industrial patterns  centering on the industry chain and the value chain.

 

Shanghai, under the construction of a science and technology innovation center with global influence, is located in the Yangtze River Delta region, the most economically developed area of China with advantageous market vigor. Then, how to make Shanghai an important hub in the global innovation network? According to Chen Zhi, reforms and breakthroughs are still needed in the following four aspects. The first is to break through the limit of innovation areas, and strive to produce more world-class achievements in scientific research; the second is to break through the restriction of regions, and carry the collaborative innovation and open innovation in the Yangtze River Delta through to the end; the third is to break through the constraint of systems, and construct the innovation carriers represented by Zhangjiang Laboratory into world-leading strategic science and technology power representing China; the fourth is to continue breaking through the barriers faced by the policies, and deeply promote reform by centering on important issues such as the innovation, flow and commercialization of scientific and technological achievements, and the converge of S&T talents, to create a better innovation ecosystem.

 

In addition, it is worth mentioning that the forum this year has invited Ann Doherty, Chief Executive, Cork City Council of Ireland, to be a guest speaker. Cork city, as the second largest city in Ireland, owns unique advantages in biotechnology, information technology and other fields, which highly overlaps the advantageous fields of Shanghai. Doherty’s speech is expected to provide new thoughts and more cooperation opportunities for the development of relevant industries of Shanghai

 

The annual meeting of the Forum this year is set to be held on October 29 to November 1, 2018 at DongJiao State Guest Hotel, with the theme of “Innovation-Driven Development and Supply-Side Structural Reform in A New Age”. The Forum will hold the Opening Ceremony and Plenary on the morning of October 30. On the afternoon of October 29, the afternoon of October 30, and the whole day of October 31, the “S&T Innovation Young Leaders Round-Table Summit”, the Country of Honor Forum as well as over ten special subject sub-forums and seminars on various topics such as entrepreneurs, regional issues, finance, policies, industries, future science, culture and “Belt and Road” initiative will be held successively.
