2019 Pujiang Innovation Forum, with the theme of “New Vision and New Future of Science and Technology Innovation”, was opened in Shanghai this morning (May 25). Li Qiang, Member of the Political Bureau of the CPC Central Committee and Secretary of the Shanghai Municipal Party Committee of the Communist Party of China (CPC), attended the Opening Ceremony and Plenary Session and delivered a speech. Chen Zhu, Vice Chairman of the Standing Committee of the National People’s Congress, gave a report in the forum. Heng Swee Keat, Leader of Singapore (Country of Honor) Delegation, Vice-Premier and Minister of Finance, gave a keynote speech. Wang Zhigang, Minister of the Ministry of Science and Technology, delivered a keynote speech and jointly launched the Shanghai National Pilot Area for New-generation AI Innovation and Development with Ying Yong, Deputy Secretary of the Shanghai Municipal Committee of the Communist Party of China (CPC) and Mayor of Shanghai.
As pointed by Li Qiang, the science and technology innovation in the world is entering an unprecedentedly active period and the characteristics of cross-border integration, synergetic cooperation and inclusive convergence is more and more prominent. Innovation promoted and led by openness has become the trend of times. Shanghai is the largest regional economic center in China and openness, innovation and inclusiveness are the most distinctive characters of the city. In May 2014, General Secretary Xi Jinping gave an important instruction to Shanghai to “become a science and technology innovation center with global influence in a faster speed”. Over the five years, Shanghai has always firmly grasped the general direction of scientific and technological progress, the general trend of industrial revolution, and the general measures for gathering talents under systematic planning, overall layout and accelerated promotion. Hence, the diversified, synergetic and inclusive innovation ecology is forming under acceleration, and the advantages of science and technology innovation in promoting high quality development is increasingly prominent. Facing the future, Shanghai must unswervingly follow the path of independent innovation with Chinese characteristics, strengthen international scientific and technological innovation cooperation in an all-round, multi-level and wide-range, and strive to becoming an important source of global new academic thoughts, new scientific discoveries, new technological inventions, and new industrial directions.
Li Qiang emphasized that Shanghai would join hands with international science and technology elites to explore the global frontier of science and technology with a more open platform. Shanghai would try its best to maximally take advantages of the global innovation resources, open its e big science facilities in Shanghai to the maximum extent, actively launch and participate in international big science programs, deeply integrate into the global science and technology innovation network, and strive to achieve major breakthroughs in leading original results. Shanghai would welcome enterprises from various countries to share the development opportunities and jointly promote key industry breakthroughs with a more open market. Shanghai would focus on the key areas such as IC, AI, and biomedicine, etc., seize the major opportunities of setting up a science and technology innovation board and trial the registration-based IPO mechanism on Shanghai Stock Exchange, and accelerate the cultivation of the vibrant innovation enterprise clusters and the strategically leading modern industry clusters. Shanghai would optimize the innovation governance system with more opened measures so that the scientific spirit and innovative practices could play more moving melodies. Shanghai would actively protect the intellectual property rights, maintain market fairness, create a world-class business environment, and foster the innovation culture of daring to pioneer the world so that all the innovative and creative vitality could emerge competitively and flow and communicate freely.
As pointed out by Wang Zhigang, the new round of global scientific and technological revolution and industrial transformation is accelerating development, which required the scientific community and research personnel to strengthen the cooperation. China would always adhere to the concept of openness and cooperation, exchange ideas with other countries in the world on the development of science and technology, and jointly make contributions to solving global problems, increasing the knowledge accumulation of the human society, and improving the human well-being. The CPC Central Committee with Xi Jinping at the core has put innovation as the primary driving force for leading the development, implemented the innovation-driven development strategy, and proposed the “three-step” development strategy goal for science and technology innovation. China would focus on enhancing the system capabilities of science and technology innovation and improving the overall effectiveness of the national innovation system; attach great significance to the subversive technological breakthroughs and strengthen the basic research from “0” to “1”; promote the targeted poverty alleviation, sustainable development and ecological civilization construction with the force of science and technology and provide more scientific and technological support for the realization of people-centered development; cultivate more regional innovation growth poles and accelerate the construction of the science and technology innovation centers in Beijing and Shanghai; create good conditions and a favorable academic ecology for foreign talents to work in China, invigorate the key role of “people” and develop the “responsible technologies”; strengthen the open cooperation of innovation capabilities, and deeply implement the “Belt and Road” scientific and technological innovation action plan.
According to Heng Swee Keat, openness and cooperation is of decisive significance to promote science and technology innovation. Singapore has attached great importance to science and technology innovation, launched a series of policies and initiatives, and actively promoted the innovative cooperation with various countries and regions. In addition, Singapore has developed extensive cooperation with China in the field of science and technology innovation with outstanding results achieved. As the Country of Honor of the current forum, Singapore is expected to further strengthen the mutual learning and understanding in science and technology innovation, deepen the cooperation and exchanges, contribute to the construction of Shanghai Science and Technology Innovation Center, and work together with Shanghai, China to create a better future.
Xu Guanhua, President of Pujiang Innovation Forum and Academician of CAS, presided the Opening Ceremony. Xu Jianpei, Representative of the Province of Honor of 2019 Pujiang Innovation Forum and Vice Governor of Hebei Province, gave a keynote speech. Li Meng, Deputy Minister of the Ministry of Science and Technology, Yin Hong, Deputy Secretary of the Shanghai Municipal Committee of the Communist Party of China (CPC), as well as Shanghai municipal leaders Wen Zuliang, Xu Zezhou, Wu Qing, Zhang Endi and responsible officials from relevant universities, attended the ceremony.
Pujiang Innovation Forum is co-hosted by the Ministry of Science and Technology and Shanghai Municipal People’s Government. In the current forum, relevant national ministries and committees, delegation of the Country of Honor, representatives from various provinces and cities of China, as well as the representatives from the national and international scientific and technological circles, academic circles, industrial circles, and financial circles would develop in-depth discussions and exchanges through the plenary session, four special forums and 11 special topic forums on topics such as the future science, industry innovation, regional innovation, innovation policies, science and technology finance and innovation culture, and then release series of think tank research results.
